Job Posting: Program Manager, Kuala Lumpur
The Habitat Resource Center (HRC) Manager is responsible for overseeing the smooth operation of the construction arm of HRC Kuala Lumpur as part of Habitat for Humanity Malaysia. This person will manage the HRC operations in KL and report directly to the National Office (NO) as part of the National Program to meet specified building and construction goals to maximize the number of families with good access to safe, affordable homes.
Responsible to the National Office located in KL for the performance of the following tasks:

Oversee the identification of potential partner communities and organize community needs assessments with HRC staff; present project papers, communicate funding needs and program goals to national office to be presented to international and local donors;

Identify families, approve selection and organize family education programs. Ensure proper due diligence followed for vetting projects;

Plan the details of house construction or renovation/repair in coordination and oversee the Construction/Site Supervisor and/or the designated house build team, including the homeowner; approve the bill of material quantities and oversee the procurement process;

Coordinate with the volunteer coordinator and office coordinator for on-site volunteers

Initiate relationships with local Kuala Lumpur-based Non-governmental Organizations, government entities, religious groups, international schools, universities and other key players to assist with the work of Habitat in the specified region; interface with local companies and partners as is necessary

Monitor work progress and provide regular report on the house construction, renovation or repairs being undertaken; ensure that the project adheres to existing industry and government standards
Organization and Management

The Manager is responsible directly to the National Office in Malaysia.

Ensure that Construction Team is mobilized and paid for on project basis

Prepare a yearly work construction plan based on targets, Key Performance Indicators (KPIs) and available resources

Ensure timely donor reporting on project basis to National Office

Submit a monthly accomplishment report and finance report to the National Programs Staff and Finance staff.

The Program Manager can be assigned other tasks related to the Job Description by the National Director.
Skills and Experience Required
Leadership and interpersonal skills; ability to work in multicultural environment.
Mobility to travel to visit potential sites, visit with suppliers, etc.
Motivated to help and improve the living conditions of low income populations
Command of both English and Bahasa Malaysia and ability to work in both languages.
Minimum Qualifications Requirements
College degree or equivalent experience related to construction
At least 5 years experience in ngo environment or project management experience.
Proven track record in project management, preferably in construction industry
Ability to motivate and lead a team of skilled and semi-skilled workers and volunteers
